On November 12, 2024, Finland's state-owned gambling company Veikkaus received a penalty notice from the National Police Board (NPB) due to breaches in its advertising practices. The issue traces back to May 2024, when the NPB requested clarification on Veikkaus ads aired during TV programs that attracted underage audiences.
In response, Veikkaus collaborated with authorities to adjust its advertising practices, removing ads from specific programming. However, an error in July resulted in the misplacement of an ad, prompting the NPB to impose a €2.9 million conditional fine. The decision also introduced new perspectives on ad placement, targeting shows designed for adults but likely to appeal to minors, such as popular Saturday evening entertainment programs.
"It appears that the NPB might be interpreting these matters more broadly. We have contacted them immediately to clarify how we should proceed," said Anu Kytö, Veikkaus’ Director of Sales and Marketing.
Veikkaus expressed deep regret for the mistake, despite prior corrective measures. According to Kytö, Veikkaus’ advertisements are intended exclusively for audiences aged 25 and older, with placements managed by TV channels based on viewer profiles agreed upon with authorities.
The advertising ban will last three months and will take effect 30 days after notification. Meanwhile, Veikkaus awaits further guidance to ensure compliance with evolving regulatory standards.
