The Government of Ceuta has approved a new strategic roadmap featuring 53 key measures that will guide its political and administrative agenda through the end of the current legislative term. Presented by government spokesperson and First Vice President Alejandro Ramírez, the plan places a strong focus on the Department of Finance, Economy, and Public Administration, which leads several of the initiative’s most ambitious economic proposals.
Structured around seven major areas of action, the roadmap emphasizes the goal of reshaping Ceuta’s economic model and improving public sector efficiency. One of the central pillars, "New Economic Model and Efficient Management," includes key actions spearheaded by the Finance Department:
Promoting a green, blue, and smart economic model, with greater involvement from the national government in strategic investment.
Advocating for a fair regional financing system that reflects Ceuta’s unique geographical and social characteristics.
Protecting and reinforcing Ceuta’s Economic and Fiscal Regime (REF) as a critical tool for competitiveness and attracting investment.
Modernizing public management through a results-based approach, with defined goals and continuous performance evaluation.
This strategic vision seeks to create a more agile, efficient, and investment-ready administration, laying the foundation for sustainable and inclusive economic growth.
The roadmap also includes major initiatives such as the construction of 1,000 public housing units, urban renewal projects, and modernization of essential public services, all of which will be supported and coordinated through the Finance Department’s budgetary planning.
On the institutional front, the government is calling for the fulfillment of key commitments from Spain’s central administration, particularly regarding financing, the presence of national services in Ceuta, and the effective implementation of the Comprehensive Socioeconomic Development Plan.
The strategy also reinforces Ceuta’s commitment to social inclusion, education as a driver of equal opportunity, cultural preservation, sustainable urban development, and the promotion of local commerce, tourism, and sports.
According to Vice President Ramírez, the new plan represents "a renewed push for the City Government’s political project, with a management model focused on effectiveness, social responsibility, and structural transformation for Ceuta’s future.”
