Ceuta is taking a decisive step to reinforce its position as one of the most attractive destinations for online gambling operators in Europe. The city is completing the installation of two new subsea power cables that will connect it directly to mainland Spain, in what is already considered the most important energy project in Ceuta’s history.
For the online gambling sector, where uninterrupted operations and electrical stability are as critical as data connectivity, this new infrastructure represents a significant upgrade that enhances Ceuta’s appeal against other regulatory and fiscal hubs.
Two subsea cables and a strategic connection
The project, led by Red Eléctrica (Redeia), involves an investment of 221 million euros and includes the installation of two subsea cables between Ceuta and La Línea de la Concepción, the point linking the autonomous city with mainland Europe.
The two links extend 58 kilometres along the seabed, reaching depths of up to 900 metres. Each cable incorporates fibre optic lines and weighs around 50 kilograms per metre, illustrating the scale and technical complexity of the operation. The second cable has been installed by the cable-laying vessel Giulio Verne, capable of working at depths of up to 1,600 metres.
The connection is expected to be fully operational in early 2026.
From “energy island” to a fully interconnected node
Until now, Ceuta relied heavily on a costly thermal power plant, making the local energy system less efficient and more vulnerable to interruptions. The new interconnection will gradually replace local generation with electricity supplied from mainland Spain, where more than half of the production comes from renewable energy sources.
Spain’s Secretary of State for Energy, Joan Groizard, has described the initiative as “the most important energy project in Ceuta’s history”. Redeia’s chairwoman, Beatriz Corredor, has highlighted that the new cables will deliver “up to a four-fold improvement in the quality, stability and reliability of Ceuta’s electricity supply”.
In practical terms, the city moves from being an “energy island” to becoming directly integrated into the European grid, gaining security of supply and a more sustainable energy mix.
