Brazil's Ministry of Finance enables the reporting of bets through Fala.BR, even anonymously

 
Brazil's Treasury enables complaints of gambling in Fala.BR

The official channel collects complaints about betting after the ban approved by provisional measure.

Brazil's Ministry of Finance has explained how to report betting-related irregularities through Fala.BR, the Federal Government's official platform for citizens' communications with the Public Administration. It has done so in a note published on October 1, 2026, a week after Provisional Measure No. 1,394, which banned fixed-odds betting in the country.

According to the Ministry, the control of betting involves different agencies and has a task force in charge of centralizing complaints. Its actions include the blocking of websites, financial and criminal investigation, the closure of operators and the surveillance of advertising.

The procedure has six steps. The complainant enters Fala.BR with his gov.br account, chooses "Nova manifestação" and "Denúncia", and indicates the destination agency, for example the Ministry of Finance. Then he describes the case, with the addresses of the illegal websites and the documents, images or files that he considers useful. At the end, the platform generates a protocol number to follow the procedure.

The complaint can also be filed anonymously. In that case, the complainant does not receive a protocol and cannot follow how their communication is progressing.

The channel comes into play after Provisional Measure No. 1,394, of September 25, 2026, prohibited the exploitation, offer, intermediation and advertising of fixed-odds bets throughout the national territory. The regulation modifies Law No. 14,790, of December 29, 2023, which had regulated the sector, and creates the Inter-institutional Committee for the Supervision of the Illegal Exploitation and Advertising of Fixed Odds Betting.

According to the Federal Senate, the measure prohibited new deposits from its publication. Users have until October 5 at 11:59 p.m . to withdraw their balances, platforms must be inaccessible as of October 6 and authorizations formally expire on October 25. The Committee will be coordinated by the Civil House, and Congress has 120 days to turn the provisional measure into law.

The ban comes after months of increasing pressure on the market. In April, Brazil equated predictive markets with betting. In June, the Ministry of Finance strengthened the fight against illegal betting with Portaria MF No. 1,766/2026. In July, Operation Slots blocked up to 951 million reais, about 162 million euros, from an illegal betting network. That same month, the government opened a public consultation on authorizations to operate fixed-odds betting.
