The Secretariat of Prizes and Betting of the Brazilian Ministry of Finance (SPA/MF) has activated the operational phase of the closure of companies that were authorized to offer bets in the country, with a specific schedule to return funds to players and regularize outstanding obligations.
Portaria no. 3.005/2026 establishes the procedures that companies must follow after the expiration of their authorisations and sets obligations in terms of the return of balances, financial regularisation and updating of corporate data.
This October 7 is one of the first key deadlines.
Companies must communicate to the SPA, through the Betting Management System (Sigap), the final balances existing in the bettors' accounts and the amounts held in the transactional accounts used to manage the money from betting.
The information must reflect the existing situation at 11:59 p.m. on October 5.
The data required include the identification of the companies and brands used, the financial institutions responsible for the accounts, the CPF and date of birth of the bettors, the amounts pending refund and the bank details necessary to make payments.
Operators must also inform of the date on which they transferred the necessary information to financial institutions to make these refunds.
The regulation also sets December 15, 2026 as the reference date for companies to regularize the financial and regulatory obligations arising from both their period of activity and the closure process.
The SPA makes it clear that the end of the authorizations does not eliminate previous liabilities. The companies will continue to be liable for the obligations generated while they were in operation and may be the subject of subsequent claims by the Secretariat or other competent bodies.
Companies must also keep their registration and contact details up to date. Any modification regarding the legal representative, address, telephone or official email will have to be communicated to the SPA within a maximum period of 48 hours.
In addition, each company must appoint a legal representative in charge of accompanying and responding for all pending obligations until their complete regularization.
With this calendar, Brazil is already entering a particularly specific phase of the closure process: identifying how much money is still outstanding, which bettors correspond to and guaranteeing its return, before completing the regularization scheduled for December.
