The Norwegian government presented the proposal to unify the country's three gambling laws, in order to approach it from a comprehensive perspective. For this reason, it has launched a consultation that will last until September 29.
The government authorities involved in the proposal defend that the main goals are: promote responsible gambling, control the marketing of gaming products, avoid problematic gambling, as well as protect minors and vulnerable people.
Similarly, the new legislation seeks to streamline its operations related to the Norsk Tipping (betting) and Norsk Rikstoto (racing) monopolies, where the assignments of executives and board members will be the responsibility of the government.
In addition, the regulatory agency Lotteritilsynet would have more powers to control online gambling, and thus prevent users from accessing websites with international licenses.
Regarding 'loot boxes' in video games, the new regulations seek to regulate them. To achieve this, the government considers the determination of the presence or not of 'elements similar to games of chance' to be key.
