The government of Spain, more specifically the Ministry of Consumer Affairs, submits to public information the Draft Royal Decree on safer environments for online gambling at the state level and the development of the sixth additional provision of Law 13/2011, of May 27, gaming regulation.
ANNOUNCEMENT OF THE PUBLIC CONSULTATION OF THE PROJECT FOR THE ROYAL DECREE ON SAFER ONLINE GAMING ENVIRONMENTS. STATE LEVEL AND DEVELOPMENT OF THE SIXTH ADDITIONAL PROVISION OF LAW 13/2011, OF MAY 27, REGULATION OF GAMING
On December 18, 2020, the public consultation regarding the draft for a Royal Decree on safer online gaming environments at the state level and the development of the sixth additional provision of Law 13/2011, of May 27, regulating gaming was published.
This procedure, which aims to improve the participation of citizens in the rule-making procedure, constitutes the first step in the development of a project, which seeks to deepen the responsible gaming or insurance policies that are mandatory for operators and that in correspondence with the measures already adopted in the recently approved Royal Decree 958/2020, of November 3, on commercial communications of gambling activities, implies a reinforcement and promotion of responsible or safe gambling guidelines, by which it is guaranteed the development of healthy consumption patterns and avoid the development of behaviors that could lead to problems in the personal, family and patrimonial sphere of users, with particular attention to those groups with more intensive or risk consumption.
In addition, the online sports and horse betting market has been consolidated in the period that has elapsed since the current wording of the sixth additional provision of Law 13/2011, of May 27th, regulation gaming became effective. In this regard, it is a document related to the participation regime in the collection of this type of bets, the project will address its proper development, so that it has an instrument that can contribute to the improvement of the financing of sport.
