The Netherlands Gambling Authority (Ksa) has imposed two penalties on Dordtse Queens for illegally organizing bingo games. A bingo can be organized as a small game of chance.
The organization of small games of chance is subject to certain conditions. These include that the game must be played within a closed circle (an existing group of people who know each other, such as a family, care home residents, company employees, or association members) and that the total value of the prizes does not exceed €1550. When these conditions are met, the organization must seek permission from the municipality where the event takes place.
The Ksa has observed an increase in illegal bingo events that do not meet the conditions of a small game of chance and offer large prizes. In November 2023, Ksa inspectors uncovered the location of an illegal event, after which a raid was planned with the police and municipality. Approximately 200 players were present at the event. The two organizers have now been separately fined. If either of them organizes another illegal bingo, the Ksa will impose a fine of €8,000 per event, with a maximum of €80,000. Additionally, advertising an illegal event will be fined €4,000 per instance, with a maximum of €40,000.
The Ksa notes that people are not always aware of the rules regarding bingos and lotteries. For bingos, participation in an illegal bingo is also punishable, and minors are strictly prohibited from participating. Organizers of illegal lotteries and bingos risk sanctions, such as the penalties mentioned above.
