NEW GRANTS to Attract and Foster Foreign Investments in Technological and Innovative Projects in Spain
The Director General of Technological Innovation of the Autonomous City of Melilla, Jesús Martínez García, announced the publication of Order ECM/71/2025 which establishes the foundations of the Innova Invest Program, managed by ICEX Spain Export and Investments.

This program, supported by the European Regional Development Funds (ERDF) for the period 2021-2027, aims to attract and foster foreign investments in technological and innovative projects in Spain.

The Innova Invest Program is designed to promote the integration of companies with at least 50% foreign capital into the national productive fabric through industrial research or experimental development projects. Eligible projects must have a minimum budget of 250,000 euros and can receive up to 800,000 euros per beneficiary.

The program covers all Spanish regions, categorized according to their level of development: from the least developed such as Melilla, Ceuta, and Extremadura, to regions in transition like Galicia and Murcia, up to the most developed like Madrid and Catalonia. Melilla, classified as a less developed region, has a specific budget that favors the reception of greater aids and prioritizes projects that promote its competitiveness and integration into the national economy.

The maximum duration of the subsidizable projects is 24 months, with an annual budget of 150 million euros designated for aids. The evaluation of the applications will be based on criteria such as the impact on employment, investment in research and development, and contribution to the green and digital transition. Furthermore, a minimum scoring threshold will be required to access the aids.

To ensure transparency and proper use of funds, the program management procedure will be exclusively electronic and subject to exhaustive control in accordance with EU regulations. This strategic approach not only seeks to attract quality foreign investment but also to balance economic development across the entire national territory, with special emphasis on less developed areas like Melilla. https://boe.es/boe/dias/2025/01/28/pdfs/BOE-A-2025-1556.pdf
