 After 11 years of ban, the Ukrainian Parliament backed the legalization of the gaming industry

 
 This Tuesday, July 14th, 248 parliamentarians in Ukraine adopted a bill that legalizes the land-based and online gaming industry. To enter into force, the signature of the President of Ukraine, Volodymyr Zelenskyy, and its subsequent publication in the official media are necessary.

This decision corresponds to the opinions of members of the government who had previously stated that the gaming industry could contribute almost an additional € 400 million a year to the state budget and accelerate GDP growth by 1%.

Below, we present the most outstanding points of this bill:
Casinos will be allowed in hotels (3, 4 and 5 stars), complexes and territories outside the city, within special gaming zones that will be determined by the Cabinet of Ministers.

In reference to betting shops, land-based and online activity will be allowed. The land-based will be reserved for 3, 4 and 5-star hotels and on race tracks.

On the other hand, bets can only be made on real events, there is a ban on virtual events, video lottery terminals (VLT) and other digital event display devices are prohibited.

According to the document, online poker is allowed, but cash poker (not a tournament) will only be possible in the casino.

Also, it is proposed to create a specific state body for gaming, which will be composed of a president and five members. This body will be in charge of licenses, monitoring and control over the activity of market members.

In reference to the players, it is passed from 18 to 21 years as the legal minimum age, in case of not fulfilling this requirement, severe penalties are established. On the other hand, and as a protection measure, problematic gambling could result in the restriction of visits to gaming establishments for a period of six months to three years by court order. The player may also be limited by the authorized body at the request of family members.
