Regarding the announcement of Bally's, its president Soo Kim has highlighted that Bally's Chicago would be its “flagship and the only property in its class in the Chicagoland market” and the only property in its class in the Chicagoland market, he mentioned that the property “will be built, owned, and operated by Chicagoans, with a focus on minority and women investors, contractors, suppliers, consultants, and employees. It will generate tax revenue, create good-paying jobs, and attract international, national, and local visitors for generations to come ".

Two construction phases are planned, the first phase of $ 1.0 billion will feature 2,700 slot machines and 95 table games, with ample room for significant expansion of gaming space and / or other amenities; a 100-all suite luxury hotel; an outdoor music venue for performances seating 500 to 1,000, as well as green space for relaxation and recreation; dining options curated by James Beard award-winning chef Paul Kahan's One Off Hospitality; and pop-up entertainment by local artists.

Likewise, the company stresses that once it has achieved the expected ROI threshold in Phase 1, Bally's Chicago will expand its presence with an additional investment of $ 600 million to add up to 4,000 gaming positions in total; a fully-built 400-room hotel tower with a rooftop pool and bar; a service terrace with a larger pool, spa, gym and sun terrace; a flexible 3,000-seat indoor entertainment venue that can host large presentations, smaller meetings, and private events; a 20,000-square-foot exhibition space with a Chicago sports museum and rotating immersive exhibits curated by the Immerse Agency; and an expanded food and beverage program with more large-format restaurants, including a fine-dining steakhouse run by Erick Williams.
