Latin American Giant DREAMS Confirms Its Presence at the 6th Ceuta International Responsible Gaming Conference
The 6th Ceuta International Responsible Gaming Conference (Ceuta-LATAM), to be held on Thursday, April 9, 2026, has today confirmed a strategic milestone in its organization: the incorporation of DREAMS, one of Latin America’s leading casino and entertainment operators, as a keynote speaker and main partner of the event.

Organized by the International Alliance for Responsible Gaming in collaboration with the Government of Ceuta, the event is consolidating its position as the definitive bridge between Europe and Latin America, bringing together regulators, operators, and industry experts from both regions in a hybrid format (on-site and online).

A strategic transatlantic alliance

The participation of the Chilean-based company reinforces the conference’s core objective: to promote international cooperation for safe and sustainable gaming. DREAMS will contribute not only its commercial vision, but also its extensive experience in sustainability policies and player protection across both mature and emerging markets.

Víctor Ide, CEO of DREAMS, highlighted the importance of this collaboration:

“For DREAMS, crossing the Atlantic and being present in Ceuta is not merely an institutional opportunity; it is a statement of principles. As leaders in Latin America, we understand that the future of the industry inevitably depends on sustainability and integrity. We come to this conference to share our experience from Chile, but also to build bridges with Europe and learn from the best regulatory practices that will be discussed here.”

The technical and human dimension of responsible gaming will also be strongly represented by Mariela Huenchumilla, Responsible Gaming Manager at DREAMS, who will actively participate in the panel discussions.

“Responsible gaming knows no borders, but it does require cultural and technological adaptation. In Ceuta, we will share how we are using technology for early detection of risk behaviors and highlight the importance of human-centered approaches in player interactions. It is an honor to collaborate in a forum that places player well-being above all else.”

Ceuta: a technological hub and international meeting point

The Government of Ceuta, host of the event, welcomed the participation of the leading Chilean operator as further proof of the Autonomous City’s growing international appeal.

“The fact that Latin America’s largest operator has chosen Ceuta to discuss the future of the sector confirms that our city has successfully positioned itself as a global technological and regulatory hub. We are delighted to welcome DREAMS and to continue demonstrating that Ceuta is the ideal setting for innovation and corporate responsibility.”

A forward-looking agenda

Jacqueline Mecinas, representing the organization and the International Alliance for Responsible Gaming, emphasized the high technical value this partnership brings to the program:

“Having DREAMS and its top executives significantly raises the level of debate at this 6th edition of the conference. Their perspective fits perfectly into an ambitious agenda addressing critical topics such as artificial intelligence applied to player protection, sports integrity, and the challenges of the Brazilian market. This is the ideal alliance to define a realistic roadmap between Ceuta and Latin America.”

According to the preliminary agenda, the conference will cover cutting-edge topics including AI-driven personalization and security, the use of blockchain for traceability and anti-money laundering, and the evolution of new markets and betting formats.

The event will conclude with a synthesis of agreements and a joint roadmap proposal, aimed at establishing minimum standards and regulatory coordination between Europe and Latin America.
