The Directorate General for the Regulation of Gambling (DGOJ) has initiated a new public participation procedure for the Draft Resolution approving the mechanism for detecting risk behaviour of users, a relevant piece within the state framework for the protection of participants in gambling activities.

The deadline for submitting contributions will remain open until October 22, 2026 and the file includes the draft resolution, an explanatory note, the corresponding report and an impact assessment related to data protection.

The proposal goes directly into one of the areas that can have the greatest operational impact for online operators: how to homogeneously detect those people whose gambling pattern may present indicators compatible with risky behaviour.

The mechanism is based on the data available in the gaming accounts and establishes an analysis period of 183 calendar days, which will end on the last day of each month.

Operators must apply the mechanism to their players' accounts taking into account all the records corresponding to that period. The application will be carried out during the first seven days of each month, according to the project's technical documentation.

The system is based on a model previously trained and provided by the DGOJ itself, which will be applied to the variables obtained from the information registered in the gaming accounts.

In this way, the Directorate General is moving towards a common detection model for the state market, based on objective information and the systematic treatment of the data generated by the activity of the players.

The initiative has relevant implications for operators, both from a technological and regulatory compliance point of view, as it requires the periodic integration of the mechanism within their monitoring and player protection processes.

The open consultation will now allow operators, associations and other interested entities to comment before the resolution is finally adopted.

Contributions may be sent until October 22 to the Subdirectorate General for Gambling Regulation.
