Process of granting operating permits begins for twelve casinos in Chile

This procedure corresponds to the provisions of Law No. 19,995 on Casinos, which says that the SCJ, with an advance notice that may not exceed 48 months nor be less than 36 months from the expiration date of the permits in current operation, must issue a resolution formally declaring the process of granting or renewing operating permits open, when appropriate.

Bidders interested in applying for an operating permit, or in renewing their current permit, will be able to download the complete technical bases, as well as the Application System and its user manual, through the following link http://betchile.scj.cl/apertura-del-proceso/. Similarly, the documents may be digitally withdrawn at the offices of the Superintendency, located at Morandé 360, 11th floor, Santiago commune, Metropolitan Region.

The download or removal of the technical bases and the Gambling Casino Operation Permit System (SOPO) may be carried out from Monday, July 27, 2020 until January 17, 2021. The interested parties, companies or individuals, They must register on the same website of the Superintendency, their basic identification data.

Thus, those interested in participating in the process begin the phase of preparing the Technical and Economic Offers, in accordance with the requirements established in the aforementioned rules. They will have a term of 120 working days until the delivery of these, in the Hearing for the Presentation of Technical and Economic Offers, which is scheduled for Monday, January 18, 2021 at 10:00 am, at the Hotel Gran Palace, Huérfanos street N ° 1178, commune of Santiago.

Likewise, starting today and within a period of ten business days, it will be the period of consultations and request for clarifications by the interested bidders, which can be done through the web form available http://betchile.scj.cl/consultas-y-solicitudes-de-aclaraciones/. The Superintendency has a period of fifteen days to respond to them.

Within one hundred and twenty business days after the Bid Presentation Hearing, the Superintendency must carry out the evaluation process of the technical bids, through the application of a methodology detailed in the Technical Bases.
It should be noted that, according to current regulations, it is possible to apply for a gaming casino operating permit in all regions of the country, with the exception of the Metropolitan Region and the Valparaíso Region, which already has a maximum of three casinos with valid operating permit. The current casino operating companies may choose to participate in this process, applying for the renewal of their permits.

To ensure that this process is fair and transparent, both for eventual renewal casinos and for potential entrants, the rules of the process are publicly accessible and known to all interested parties. Likewise, the files of the technical evaluation will be public, once the process has been completed, except for private information in accordance with Law No. 20,285, on access to public information.
