Coljuegos has released the tender specifications for Keno, highlighting that it will be the first game in Latin America to implement blockchain technology for ticket issuance, expecting to raise over $485,000 million (approximately €103 million) for health care over the next five years.
The detailed project of the Keno operation conditions will be available on the Electronic System for Public Procurement (SECOP II) until April 11th. During this period, interested parties can review the conditions and submit any observations they may have regarding the tender process.
Marco Emilio Hincapié, the president of Coljuegos, emphasized the importance of transparency and competition in this tender. "We aim to make Keno a favorite among Colombian players while boosting health sector funding," he stated. The game will be licensed across four regions of the country for a five-year term, with projected total sales surpassing $2.3 trillion (about €488.52 million) over the next five years.
The breakdown of the regions and their estimated gross sales over five years are as follows:
Region 1: Arauca, Casanare, Cauca, Chocó, Córdoba, Guainía, Guaviare, Nariño, Sucre, Valle del Cauca, Vaupés, and Vichada, with expected gross sales of $535.736 million.
Region 2: San Andrés, Atlántico, Bolívar, Cesar, La Guajira, Magdalena, and Norte de Santander, with sales projected at $326.930 million.
Region 3: Antioquia, Caldas, Quindío, Risaralda, and Santander, expected to generate $772.462 million.
Region 4: Amazonas, Bogotá, Boyacá, Caquetá, Cundinamarca, Huila, Meta, Putumayo, and Tolima, with estimated sales of $751.223 million.
Over 15,700 sales terminals are expected to be operational nationwide. Bidders must have the necessary infrastructure to manage Keno, including a central game system integrated with blockchain technology for ticket issuance, a random number generator, remote connection devices, a communications network, streaming platforms for draw broadcasts, and sufficient sales terminals as per regional requirements.
Following the public review period, the tender process is scheduled to open on April 16th. Contract awards are planned for May 19th.
About Keno: Keno is a lottery-style game where players select 10 numbers between 01 and 80, which are then matched against 20 numbers drawn by a random number generator. Payouts depend on how many numbers a player matches. Tickets can be purchased at physical locations or via digital channels, with bets ranging from $1,000 to $20,000. The maximum prize initially available to a player is up to $1.68 billion. The game's appeal also lies in the frequency of draws, with 144 to 240 draws possible daily, streamed live, allowing continuous play throughout the week.
