SPAIN: Loot boxes will be included in the law as game of chance

On November 17, Mikel Arana, head of the General Directorate for the Regulation of Gambling, announced that the Government will modify the Gaming Law to include as a game of chance the Loot boxes or virtual items users can purchase in video games with real money.

Mikel Arana made this announcement in the Joint Commission for the Study of Addiction Problems of the Congress of Deputies, an instance in which he explained the lines of action of the Ministry of Consumer Affairs to prevent problematic gambling.

Loot boxes, items that became popular in 2016 with the appearance of the game "Overwatch", are received in exchange for a payment with virtual currency of the video game, obtained by overcoming challenges. But, when users don't want to wait, they can get them by buying with real money.

By including Loot boxes as a game of chance, the government seeks to put limits on the "compulsive and impulsive transactions" that some videogames generate for minors and other users.
