 SPAIN: The Basque Government prepares an Order to regulate electronic payments in gaming venues

 
 The Vice-Counselor of Security of the Basque Country, Josu Zubiaga, reported in a telematic meeting of the Basque Gaming Council that the administration is currently working on an order that seeks to regulate the change towards new forms of payment in gaming venues as a measure for the prevention of contagions, as well as for the reduction of fraud and money laundering.

The Basque Government has also highlighted that electronic payments make it possible to contribute to the prevention of problematic gaming, since they allow the traceability of the gaming actions of users for rapid detection and taking appropriate measures. In addition, it considers that electronic payments increase the security of gaming venues, which would avoid the need to manage cash.

This important meeting also had the participation of the director of Gaming and Shows, Aitor Uriarte and the director of the Ertzaintza, Rodrigo Gartzia.

The Basque Gaming Council was held today electronically at the headquarters of the Basque Government chaired by the Vice-Counselor of Security, Josu Zubiaga, who in addition to other matters, has referred to the order that the Basque Government is processing to regulate the requirements for the use of bank debit cards or similar devices in certain activities and gaming venues. For the Security Department, the Vice-Counselor, the Director of Gaming and Shows, Aitor Uriarte and the Director of the Ertzaintza, Rodrigo Gartzia, have attended the telematic meeting.

Gaming activities involve a considerable use of coins, which means difficulties in the management of cash by the gaming operators, as well as a decrease in the traceability of the operations carried out. On the other hand, the implementation of electronic payment systems has been accelerated by the health crisis caused by Covid-19, and by the adoption of the corresponding prevention measures.

In the order that is being processed, the benefit of electronic payments to guarantee the health of users is evident from an epidemiological point of view. In addition, payment through electronic systems can be an element that helps prevent problematic gaming or addictions, allowing traceability of people's gaming activities, and therefore, early detection of possible disorders and the adoption of measures of adequate prevention.






On the other hand, it should be noted the impact of these payments on improving the security of gaming venues, and on the traceability of the transactions carried out in them, thus contributing to the reduction of fraud and money laundering. .
