Brazil reports 17.7 million bettors in first half of regulated fixed-odds market and blocks over 15,000 illegal sites
Brazil’s Secretariat of Prizes and Betting (SPA-MF), under the Ministry of Finance, has released its first six-month performance report on the regulated fixed-odds betting market, which now includes 78 authorized and supervised companies. The data highlights both the rapid adoption of legal betting and significant progress in tackling illegal operators.

In the first half of 2025, 17.7 million Brazilians placed bets through licensed operators’ websites and apps, according to the Ministry’s General Betting Management System (Sigap). Meanwhile, the SPA reported that since October 2024, the National Telecommunications Agency (Anatel) has blocked 15,463 illegal pages.

Regulatory enforcement and sanctions

The SPA emphasized its dual focus on ensuring compliance by licensed companies and fighting the illegal market. Of 66 enforcement processes opened against 93 operators, 35 led to sanctions.

In the financial system, 24 institutions reported the closure of 255 accounts linked to irregular betting activity. The SPA also ordered the shutdown of accounts belonging to 45 unlicensed companies.

On the advertising front, the Secretariat advanced with a partnership with the Brazilian Digital Council, which brings together major tech firms including Google, Meta, TikTok, Kwai, and Amazon. This cooperation resulted in the removal of 112 influencer pages and 146 illegal posts promoting unauthorized betting.

Profile of Brazilian bettors


The report shows that betting in Brazil remains predominantly male: 71% of bettors are men and 28.9% are women. In terms of age, the 31–40 segment leads with 27.8%, followed by 18–25 (22.4%) and 25–30 (22.2%).

Economic impact

The market generated Gross Gaming Revenue (GGR) of R$ 17.4 billion in the semester, with an average spend of R$ 983 per active bettor (around R$ 164 per month).

In taxation, the Federal Revenue Service collected approximately R$ 3.8 billion in taxes and contributions, along with R$ 2.14 billion allocated to social programs under Law 14.790/23. The SPA also collected R$ 2.2 billion in licensing fees and R$ 50 million in regulatory fees.

“This balance is critical to advancing regulation based on evidence. We now have solid data on the reality of Brazil’s regulated betting market,” said Regis Dudena, Secretary of Prizes and Betting.
