Brazil advances anti-match-fixing policy at III International Anti-Fraud Forum
The PNPEMR, launched by the Federal Government in April, will centralise information on sports match-fixing within the Federal Police to strengthen investigations.

The National Policy for the Prevention and Combat of Sports Match-Fixing (PNPEMR), launched by the Brazilian Federal Government in April, was one of the main topics discussed during the III International Anti-Fraud Forum held this Friday, May 8, in Brasília. The event, co-organised by the United Nations Office on Drugs and Crime (UNODC), brings to Latin America the commitments adopted at the Global Fraud Summit in Vienna.
 
A panel made up of members of the interministerial working group responsible for the policy discussed ways to strengthen integrity in the sector, regulatory and supervisory challenges, and cooperation between authorities and the market. Fabio Macorin, Deputy Secretary of the Secretariat of Prizes and Betting at the Ministry of Finance, took part in the meeting.
 
“Through the National Policy and the established working group, information will now be centralised in a Federal Police database, enabling investigations to be carried out in a more structured, organised and effective manner in the field of match-fixing,” he stated.
 
The PNPEMR was established through Interministerial Ordinance MESP/MF/MJSP No. 1/2026, signed by the Ministries of Finance, Sport, and Justice and Public Security, together with the Federal Police. The policy sets guidelines for the regulation, prevention, monitoring, supervision and repression of sports result manipulation.
 
Its main pillars include educational actions aimed at athletes, referees, coaches and sports managers, strengthening information exchange between national and international institutions, and expanding investigative capacity against criminal organisations involved in sports fraud.
 
Since its creation, the interministerial Working Group — composed of representatives from the Ministry of Sport, the Ministry of Finance, the Ministry of Justice and Public Security, and the Federal Police — has promoted technical meetings, cooperation agreements and training initiatives aimed at strengthening integrity in Brazilian sport.
