Since January, the INE has incorporated online gambling into the calculation of the Consumer Price Index (CPI) in Spain, updating the 2025 base with new products that reflect shifting consumer habits.
The National Statistics Institute (INE) has incorporated online gambling into the calculation of the Consumer Price Index (CPI) since January. This development is particularly relevant for the gaming sector in Spain, as it integrates online betting into this official economic indicator for the very first time.
Although gambling activities had already been included in the Spanish CPI since 2017, this marks the first time that the indicator specifically tracks online betting.
This measure is part of the CPI's new 2025 base, through which the INE has updated the consumer basket to better reflect changing household habits in Spain. This review includes a new classification that expands the major consumer groups from 12 to 13 and modifies the composition of products and services used to calculate price evolution.
Among the new products incorporated into the Spanish CPI basket are avocados, blueberries, and tea sodas—foods and beverages that have grown in popularity within the regular consumption of Spanish households. New subclasses such as garden furniture and personal vehicles have also been added, provided they represent at least 0.03% of total expenditure.
Concurrently, the INE has removed items considered obsolete or less representative of current consumption in Spain, such as ties and handkerchiefs. This update serves the objective of keeping the CPI aligned with market reality and the products and services that form part of daily household spending.
Until now, certain adjustments were incorporated into the indicator one month after being detected. With the use of electronic devices, these changes can now be reflected within the same month they occur, allowing for a more agile and precise measurement.
For the gaming industry, the inclusion of online betting in the CPI represents a statistical recognition of the digital channel's relevance within consumer spending in Spain. While this development does not alter the regulatory framework of the activity, it does incorporate online gaming into Spain's official price analysis.
The INE has progressively adapted the composition of the CPI to market evolution. In the 2016 base, streaming services and single-dose coffee capsules were added, while products like brandy and camcorders were removed. In the 2021 base, hygienic face masks and online press subscriptions entered the basket, while other items with lesser presence in habitual consumption were left out.
