Brazil expands account blocking and payment interruption against illegal fixed-odds betting with new ministerial order
The Secretariat of Prizes and Betting of the Ministry of Finance of Brazil has published Order (Portaria) SPA/MF No. 2,750/2026, which reinforces the instruments to combat the illegal fixed-odds betting market. The regulation was made public on Monday, September 14.
The order extends the procedures for the prevention, identification and repression of payment transactions linked to the irregular operation of fixed-odds betting. The measures include the detection of the means of collection used by irregular operators and the interruption of the financial flow directed at illegal activity.
The text also enables the blocking of accounts and the impediment of new transactions linked to irregular exploitation, and reinforces cooperation between regulation, oversight and the financial system in the pursuit of the illegal market.
The regulation consolidates and operationalizes instruments provided for in Law No. 14,790/2023, Law No. 15,358/2026, Complementary Law No. 224/2025 and Decree No. 13,033/2026, and incorporates the new legal tools approved throughout 2026 into the administrative procedure. With its entry into force, the previous Order SPA/MF No. 566/2025 is repealed.
