Brazil’s Ministry of Finance Receives 113 Applications for Fixed-Quota Betting Licenses

The Ministry of Finance of Brazil has received 113 applications from 108 companies seeking authorization to offer fixed-quota betting, according to the Secretariat of Prizes and Bets (SPA-MF). If approved, these initial companies will be able to operate in the regulated betting market starting January 1, 2025. Applications remain open, but new requests will be reviewed within 180 days.

The Ministry estimates it could collect up to R$ 3.4 billion this year just from licensing fees. Approximately 220 sites may offer authorized and regulated betting, as each application can include up to three different brands, depending on the company’s commercial strategy.

Regis Dudena, Secretary of Prizes and Bets, noted that the number of applications has exceeded market expectations, reflecting confidence in the Ministry’s regulation and positioning Brazil as one of the largest regulated markets in the world. Dudena considers these applications key to building a safer betting market for both society and the national economy.

"As we close the initial phase of the authorization process with this significant number of applications, the Ministry of Finance has worked diligently on regulation, setting stringent criteria to protect bettors and establish market rules. The positive response from the sector shows that many serious companies are ready to comply with the legislation, which is essential for meeting the personal, social, and economic needs of the activity," Dudena stated.

Starting next year, only companies authorized and compliant with the regulation will be able to operate in Brazil. Unauthorized companies will be deemed illegal and excluded from the market, with prohibitions on advertising and sponsorship.

Authorized companies must adhere to rules related to prize payment methods, anti-money laundering measures, and responsible gambling, including mechanisms to protect bettors from gambling-related issues, over-indebtedness, and fraud. Authorized companies must be established in Brazil in accordance with national legislation.

All approved brands must operate exclusively on sites with the ".bet.br" domain, ensuring a legal and regulated environment for bettors, guaranteeing their identification and prohibiting access to minors.

Authorized companies will be monitored and audited by SPA-MF through a proprietary system developed for this purpose. Brazil will join the few global markets developing a system that will receive direct information on betting activities, allowing the government to monitor various aspects, from bettor behavior to the evolution of wagered, lost, and paid-out prize amounts, as well as aiding in tax calculation control.
