The online gambling market in Portugal reported €287 million in gross gaming revenue (GGR) in Q2 2025, reflecting a 9.6% year-on-year increase, according to the Serviço de Regulação e Inspeção de Jogos (SRIJ)
Casino games drive the market
Online casino games generated €177.8 million, representing 62% of total GGR, while sports betting accounted for €109.2 million (38%). The Special Online Gaming Tax (IEJO) brought in €81.2 million, a 5.8% increase from 2024.
Casino games recorded a 12.2% growth YoY, with wagers exceeding €5.04 billion (+15.4%). Slots dominated the market with 79.1% of total wagers, followed by French Bank (7%), French Roulette (5.3%) and Blackjack/21 (4.5%).
Sports betting: football dominates
Sports betting delivered €109.2m GGR, a 5.7% YoY growth, though down 5% from Q1 2025. Football accounted for 67.7% of bets, followed by tennis (21.8%) and basketball (6.5%). The FIFA Club World Cup (10.5%) and the Portuguese Primeira Liga (10.3%) were the top football events.
Players and responsible gambling
By June 2025, Portugal had 4.87 million registered accounts, up 9.9% YoY. The quarter recorded 211,000 new registrations, down 26.6% from Q2 2024.
Self-exclusions rose sharply, with 326,400 accounts (+27% YoY), highlighting increased attention to responsible gambling measures.
Fight against illegal gambling
The SRIJ issued 97 cease orders against illegal operators and requested the blocking of 110 unlicensed gambling websites, reinforcing its crackdown on illegal online gambling in Portugal.
