Special Advisor to the Ministry of Finance in Brazil, José Francisco Manssur, advocates dialogue for an understanding with online operators.

Manssur emphasized that sports betting is not an essential service and stressed the importance of raising funds to invest in priority areas such as health, education, basic sanitation and legal security. In addition, he pointed out that they are willing to dialogue to consider the adaptations requested by the operating companies, always with the objective of guaranteeing that the government does not lose revenues.

Regarding the manipulation of results, Manssur informed that the government has taken measures, including the issuance of an interim measure and the presentation of a bill, to address this problem. An inter-ministerial group has been created in collaboration with civil society institutions, such as the Brazilian Bar Association (OAB), the Brazilian Football Confederation (CBF) and the Brazilian Olympic Committee (COB), in order to combat manipulation and establish clear rules in this regard.

The advisor stressed that gambling should not be seen as a form of enrichment, but as a pastime and a form of fun. He stressed the importance of raising society's awareness of responsible gambling and establishing limits in the regulation and advertising of gambling.

In addition, the relevance of sports as an educational and public safety tool was highlighted. According to Manssur, sports provide sociability, coexistence and contribute to improve the quality of life of children and young people.
