Ceuta highlights its economic and technological strength at the 3rd Spanish Economic Forum
The 3rd Spanish Economic Forum in Ceuta, organized by El Español, brought together leading institutional and business representatives to discuss the city’s strengths and future challenges. Among them, Kissy Chandiramani Ramesh, Minister of Economy, Finance and Public Administration of the Autonomous City of Ceuta, and Félix de la Fuente, Chief Commercial Officer (CCO) of Templus, engaged in a dialogue on Ceuta’s strategic role in Spain’s new economic and technological landscape.

“Ceuta is the center of the world and a unique lever for growth,” said Félix de la Fuente, highlighting the city’s geostrategic position as a key point for expanding digital infrastructure and establishing data centers. He noted that Templus, a company specializing in data center operations, considers Ceuta one of its next target locations, emphasizing the “alignment between public administration and the private sector” and the importance of “a predictable environment that encourages investment.”

For her part, Kissy Chandiramani underlined the progress achieved by Ceuta in recent years: “If we look at the figures for Social Security affiliations and GDP growth, we can say that we’ve done our homework well.” She recalled how, after the 2021 migration crisis, “Ceuta managed to transform itself and seize the opportunity,” resulting in 1,000 new jobs between September 2024 and September 2025.

Chandiramani also stressed the value of public-private collaboration and the European funds launched after the COVID-19 pandemic: “Each year, we have approved budgets with that shared vision. The key is to work together and continue promoting the knowledge and technology-based economy.”

Looking ahead, she pointed out that one of the main goals is to modernize Ceuta’s special economic and fiscal regime, which dates back to 1955: “We are facing a new, more technological economy — one that seeks to be more Spain and more Europe.”

De la Fuente also emphasized the competitive advantage brought by Red Eléctrica’s new undersea cable, which provides fiber connectivity and access to mainland Spain’s energy mix. “This is crucial for us,” he said, “because renewable energy use is part of our DNA at Templus. Ceuta has all the ingredients to become a technological and sustainable hub.”

The forum, held as part of the 3rd Spanish Economic Forum, underscored Ceuta’s capacity to attract investment, diversify its economy, and position itself as a strategic gateway between Europe and Africa, driven by its location, digital potential, and commitment to sustainability.
