The Extremadura High Court (TSJEx) has annulled the decree approving the master plan for large leisure facilities at Elysium City, citing its "incompleteness" and the lack of prior environmental assessments.
The Contentious-Administrative Chamber of the court rejected decree 162/2022, dated December 30, which approved the Territorial Impact Plan and Execution Project for Large Leisure Facilities (Poitegio) related to the proposed leisure, tourism, and residential complex in Castilblanco (Badajoz).
In its rationale, the Chamber stated that the master plan is "incomplete" and that, for its approval, it is necessary to have conducted studies and environmental assessments, such as those related to water management, waste treatment, and energy projects.
The Chamber emphasized that the obligation to present these studies and projects before approval is outlined in Article 9 of the Extremadura Law on Large Leisure Facilities.
The judgment is not final, and an appeal can be lodged with the Contentious-Administrative Chamber of the Supreme Court.
Elysium City is planned on an area of 12 million square meters, with 8.3 million designated as urbanizable land. The project includes 20 hectares of green areas, a hotel capacity of 18,000 rooms, residential zones, theme parks, docks, a navigable coastline spanning 17 kilometers, and facilities for hosting concerts. The project's initiation hinted at an investment of €18 billion, according to the promoters.
