Brazil Launches Regulated Betting Operations Starting January 1, 2025

Brazil's Ministry of Finance announced the launch of the regulated fixed-odds betting market in the country, which began operations on January 1, 2025. According to the official statement, 66 companies were authorized to operate after meeting strict technical and financial requirements, thus establishing a regulatory framework for the betting industry.

The Official Gazette of the Union (DOU) published authorization ordinances on December 31, 2024, including definitive licenses for 14 companies and provisional permits for 52 others. The latter have up to 30 days, extendable by another 30 days, to complete the necessary requirements. Otherwise, they may face suspensions or permanent revocations of their licenses.

The Secretary of Prizes and Betting, Regis Dudena, emphasized that this regulation places betting under state control and sets clear rules for market operations. He also noted that the process aims to address issues such as money laundering, excessive debt, and problem gambling, ensuring a safer and more transparent environment for consumers.

Authorized companies must operate exclusively under “.bet.br” domains, while “.com.br” domains will remain operational temporarily without offering bets. Unauthorized companies will be blocked and deemed illegal.

Since the legalization of betting in 2018, the absence of regulation allowed unfair practices in the sector. However, with the implementation of the new rules, the Ministry of Finance ensures that the market now has mechanisms to guarantee transparency and compliance.

Measures implemented include mandatory identification of bettors through CPF, facial recognition, and strict financial controls. Additionally, credits and welcome bonuses are prohibited to promote responsible gambling.

The new regulatory framework aims not only to protect consumers but also to ensure market integrity. Authorized companies must comply with strict security and fraud prevention requirements, including certification of their systems and digital platforms. The Ministry of Finance assured that constant monitoring will allow irregularities to be detected and immediate sanctions applied.

Bettors will also have access to self-limitation tools to control spending and avoid issues related to compulsive gambling. Education on responsible gambling will be reinforced through informational campaigns and support programs.


The regulation of the betting market also represents a significant advance in economic terms. The federal government has raised R$ 2.01 billion in initial concessions, and revenue is expected to continue growing as the market expands. Additionally, the sector will create new direct and indirect jobs, strengthening the national economy.

Socially, the regulation seeks to reduce the negative impacts of uncontrolled gambling, such as excessive debt and addictions. Restrictions on credit and promotions aim to prevent consumers from being incentivized to spend beyond their means.


The Ministry of Finance indicated that authorization requests received after August 20, 2024, are under review and must be resolved within 150 days. Companies that do not meet the established requirements will face rejection of their applications or dismissal of their processes.

Secretary Regis Dudena stated that this is just the beginning of a safer and more controlled market. Authorities will continue to closely monitor operations to ensure ongoing compliance with regulations. “We are committed to providing a transparent and secure market for all Brazilians,” Dudena concluded.

With this regulatory framework, Brazil positions itself as a leader in betting regulation in Latin America, establishing a model that balances economic growth with social protection and financial security.
