Mikel Arana, head of the General Directorate for the Regulation of Gambling (DGOJ), explained that by 2021 the Ministry of Consumer Affairs aims to regulate several aspects such as: safe and responsible gaming, setting the percentage of collection that will be for sport and loot boxes.
In an interview conducted by the EFE Agency and published in the newspaper Expansión, the head of the DGOJ explained that the first draft of the Royal Decree on safer online gaming environments is pending a public hearing.
Arana explained that the new document will specify the destination of the tax collection of sports betting and horse racing 'online' since the additional provision does not specify it and simply speaks "of the sport." In this regard, he considers that the return to sport will not be for professional leagues, since "we always think of lower categories that do not have major sponsorships."
In addition, it is confirmed that the Ministry of Consumer Affairs plans to meet during the processing of the Royal Decree with the Higher Sports Council.
Regarding safe gaming, Consumer Affairs will work together with the Responsible Gaming Advisory Council, for "a regulatory framework of mandatory compliance for operators that involves a reinforcement and promotion of responsible or safe gaming guidelines".
On the other hand, Arana emphasized that the Government intends to modify the Gaming Law to regulate the so-called video game reward boxes, also known as loot boxes that allow the user to get better equipment, a more powerful weapon or level up , in exchange for a payment with virtual currency of the video game that can be obtained through the achievement of challenges or with real money.
