Spain’s Directorate General for the Regulation of Gambling (DGOJ) has officially approved the corporate operation by which LeoVegas Gaming PLC, a leading international online gaming company based in Malta, has transferred its Spanish operations to Leoesp S.A., a company headquartered in the Autonomous City of Ceuta.
The transaction, which was registered with the Mercantile Registry of Ceuta on June 12, 2025, involves the full transfer of LeoVegas' national gaming licenses — including general licenses for betting and other games, as well as specific licenses for roulette, blackjack, slot machines, and fixed-odds sports betting — to Leoesp.
The corporate operation was formalized through a notarial deed on April 3, 2025, and forms part of an internal restructuring of the LeoVegas group.
The DGOJ verified that Leoesp S.A. meets all regulatory requirements as established in Spain’s Gaming Law 13/2011 and Royal Decree 1614/2011.
This move further consolidates Ceuta’s position as a preferred location for online gaming operators, thanks to its competitive tax advantages and stable regulatory framework.
