In an interview, PAF CEO Brahim Aslimani outlines the reasons behind the Finnish operator’s decision to set up in Ceuta and stresses that the move is not solely tax-driven. The company aims to embed itself in the local ecosystem, build partnerships and bring its socially oriented model and responsible gambling approach to Spain, including internal limits and AI-based player protection tools.
Aslimani frames PAF’s arrival in Ceuta as a strategic choice. While he acknowledges Ceuta’s competitive tax framework, he argues the company’s goal is to add “real value” by supporting local talent and working alongside institutions, associations, NGOs and the third sector. PAF is operating from offices on Gran Vía and currently has a team of around ten people in Ceuta.
He highlights what he sees as PAF’s distinctive position in the online gambling sector: a company founded in 1966 with no shareholders and a fully social purpose. According to Aslimani, PAF has donated around €490 million to social causes over time and runs a model in which employees can also suggest where funds should go. He presents this philosophy as part of what PAF wants to bring to Ceuta and extend across the Spanish market.
On responsible gambling, Aslimani says PAF applies differentiated policies, including an internal annual limit of €16,000 per customer, and uses artificial intelligence to identify risky patterns, send alerts and close accounts when necessary. He also points to Ceuta’s growing tech ecosystem (specialised training, a planned incubator and a data centre) as a key enabler for sustainable growth rather than speculative expansion. Finally, he references the company’s environmental commitments aligned with the UN 2030 Agenda, including a target of reaching net zero by 2040.
