PAF has officially inaugurated its new offices in Ceuta, a move that strengthens the city’s position as one of Spain’s most attractive hubs for the online gambling industry and adds further momentum to a sector that, according to the City Government’s figures, already supports more than 1,200 direct jobs.

The opening was marked by an institutional and industry-focused event at the company’s new premises on Paseo de las Palmeras, overlooking Plaza de la Constitución. The gathering brought together local authorities and key stakeholders from the gambling ecosystem, underlining Ceuta’s strategy of attracting digital operators and building a more diversified, technology-driven economy.
During the event, the President of Ceuta, Juan Vivas, and the Minister for Finance, Economic Transition and Digital Transformation, Kissy Chandiramani, met with PAF executives Daniela Johansson (Deputy CEO and Head of Corporate Responsibility) and Brahim Aslimani (CEO of PAF in Spain). In their conversations, Ceuta’s leadership reiterated its support for PAF’s arrival and emphasized the city’s competitiveness as a destination for online gambling companies.
Brahim Aslimani framed the inauguration as the beginning of a longer-term journey, telling attendees that the opening represents “the start of something very exciting” that is expected to grow over the coming months and years. Daniela Johansson also highlighted PAF’s commitment to establishing itself in Ceuta, signaling that the current setup reflects the company’s initial operational needs while leaving room for future expansion.
Beyond the institutional message, PAF’s move brings a concrete employment boost. The company is adding ten new jobs in this first phase, reinforcing a local industry that has steadily expanded in recent years as operators relocate from traditional European hubs and seek jurisdictions offering stability, efficiency and an emerging digital ecosystem.
The inauguration also included a strong industry presence, led by Jorge Hinojosa, Director General of Jdigital, and Rebeca Chacón, President of Bet on Ceuta, adding weight to the idea that Ceuta’s online gambling cluster is continuing to gain density, visibility and credibility within Spain’s regulated market.
For Ceuta, PAF’s arrival is being read as another significant step forward in the city’s trajectory of consolidation “office by office” and “relocation by relocation.” The opening adds a new international brand to the local ecosystem and supports the City Government’s broader narrative: Ceuta is not only attracting companies on paper, but generating real activity, qualified employment and a long-term corporate footprint.
With this inauguration, Ceuta strengthens its ambition to remain a reference point for online gambling operations in Spain and to keep growing its technology-based economy through investment, talent and regulatory certainty.
