Juan Vivas states that the economic model promoted by the city is delivering results and positions online gaming as one of the key drivers of a new cycle of employment and investment.
Online gaming continues to gain ground in Ceuta, consolidating its position as one of the pillars of the city’s economic transformation. This was highlighted by the city’s president, Juan Vivas, during his visit to the new LeoVegas offices, where he stated that the strategy promoted by the Ceuta government to attract companies in the sector “is delivering results.”
Vivas emphasized that the commitment to this industry has been the right one and underlined its growing impact on the local economy. According to his remarks, online gaming already accounts for around 12% of Ceuta’s GDP and generates more than 1,200 direct jobs—figures that, in his view, confirm the importance of this activity within the city’s new productive model.
In this context, the president noted that the establishment and expansion of companies such as LeoVegas strengthens Ceuta’s image as an attractive destination for investment, technology, and job creation. The Swedish company, specialized in mobile gaming, sports betting, and online casino, has been operating in the city since late 2024 and has created and maintained around twenty jobs in Ceuta.
During his speech, Vivas argued that these figures support a “clear and defined” economic strategy designed to move away from dependence on cross-border trade and towards a “green, blue, and smart” model based on technological, digital, and knowledge-driven sectors.
The Ceuta leader also stated that the measures adopted by the city, particularly in taxation, training, and infrastructure, are delivering visible results in terms of both economic activity and employment, reinforcing the roadmap set by the local government in recent years.
He also conveyed three key messages he considers essential to consolidate this process. First, he stressed the need for companies to feel comfortable in Ceuta and to be heard in order to support their growth. Second, he highlighted the importance of maintaining institutional unity and social dialogue. Finally, he called for promoting enthusiasm, optimism, and confidence as the foundation for continuing to drive the city’s economic development.
