The Government of Brazil concluded this Thursday, April 30, 2026, the II National Technical Meeting on Combating the Manipulation of Sports Results, a three-day event aimed at strengthening the protection of sports integrity and fighting illicit practices in the betting market.
The meeting was coordinated by the Ministries of Finance, Sports, and Justice and Public Security, bringing together government authorities, oversight and investigation bodies, sports organisations, betting operators, and companies specialising in sports integrity.
One of the main pillars of the event was the work carried out by the interministerial working group, created under Interministerial Ordinance MESP/MF/MJSP No. 1/2025. According to official information, this group has transformed institutional cooperation into concrete measures against the manipulation of sports competitions.
Among the key developments is the creation of the National Policy for the Prevention and Combat of Sports Result Manipulation, formalised through Interministerial Ordinance MESP/MF/MJSP No. 1/2026.
The Federal Police also presented a system for analysing suspicious betting activity, designed to organise strategic data and support investigations. In addition, the second edition of the National Manual for Combating Match-Fixing was published, outlining operational guidelines, inter-agency workflows, and investigative methodologies.
The Brazilian government also announced the creation of the first online (EAD) training course on preventing and combating match-fixing in sports, developed by the National Police Academy. The initiative aims to expand training for law enforcement agents across the country.
During the opening session, Daniele Cardoso, Secretary of Rewards and Betting at the Ministry of Finance, highlighted that the interministerial working group ensures continuity of public policy. She noted that Brazil is in the second year of its regulatory framework and is holding its second technical meeting on match-fixing.
The event also featured Giovanni Rocco, National Secretary of Sports Betting and Sports Economic Development; Elena Abbati, Director of the United Nations Office on Drugs and Crime (UNODC) in Brazil; José Anchieta Nery, Director of Integrated Operations and Intelligence at the National Public Security Secretariat; Andrei Augusto Passos Rodrigues, Director General of the Federal Police; and Marcelo Stopanovski, Director of the Asset Recovery Department of the National Justice Secretariat.
