Decree No. 11,907, creating the Secretariat of Prizes and Betting (SPA) of the Ministry of Finance (MF), was published in the Official Gazette of the Union this Wednesday (31/1). The decision updates and improves the structure of the MF, establishing the new SPA, with its respective competencies and its own functional framework.
The secretariat is introduced to the MF structure to enhance government actions, with particular attention to the regulation process of the fixed-odds sports betting market, which includes sports betting (known as bets) and online gaming. It also fulfills the legal attributions of the Ministry of Finance regarding lotteries and commercial promotions.
The new Secretariat will also carry out actions for monitoring and preventing money laundering, as well as market monitoring, aiming, among other points, at establishing responsible gaming policies. These policies include measures to prevent compulsive or pathological gambling, prevent debt, and protect vulnerable individuals, especially minors. The SPA will also be responsible for monitoring and overseeing communication, advertising, and marketing actions, among other attributions provided for in Law No. 14,790 of 2023.
The Ministry of Finance will now have eight secretariats in total: Executive Secretariat; Special Secretariat of the Federal Revenue; Secretariat of the National Treasury; Secretariat of International Affairs; Secretariat of Economic Policy; Secretariat of Economic Reforms; Extraordinary Secretariat of Tax Reform, and Secretariat of Prizes and Betting.
