The Secretariat of Prizes and Bets of the Ministry of Finance together with representatives from the Federal District and 16 states, held the first two meetings of the Working Group tasked with creating Sinapo, a federal forum to standardize minimum criteria for lottery operations across Brazil.
The hybrid meetings took place on Thursday, July 10, at the Ministry’s headquarters on the Esplanada dos Ministérios in Brasília. Participants included SPA?MF officials and delegates from Acre, Amazonas, Bahia, Ceará, Goiás, Maranhão, Mato Grosso do Sul, Minas Gerais, Pará, Paraíba, Paraná, Rio Grande do Norte, Rondônia, Santa Catarina, Tocantins, and the Federal District.
Sinapo aims to bring together all federative entities that currently run or intend to run lottery games in Brazil, setting common standards for local authorization, oversight, and sanctioning processes.
“The goal of this Working Group is to share the work we’ve been doing since last year at the Secretariat of Prizes and Bets and to learn from the experiences and perspectives of the states and the Federal District,” said Regis Dudena, Secretary of Prizes and Bets. He emphasized that, although Law 14.790/2023 provides the sector’s legal framework, each federative entity retains flexibility to choose its own regulatory approaches.
Coordinated action is expected to enhance the effectiveness of responsible gaming policies and anti?money laundering measures, as well as to harmonize criteria for licensing and supervision.
The first meeting addressed authorization procedures, oversight, and sanction regimes, while the second focused on responsible gaming policies and antilaundering controls. Based on these discussions, the Working Group will determine which policies must be mandatory for Sinapo participation.
Future sessions will tackle joint initiatives, including criteria for the Self?Exclusion Platform the Federal Government is developing to safeguard bettors’ mental and financial health.
